If the policy requires a legal degree to interpret, it will not change behaviour.

It distinguishes between different levels of risk rather than treating all AI use the same. Using an AI tool to draft an internal summary is a different risk profile from using one to generate client-facing financial analysis. A governance framework that applies the same rules to both will either be too restrictive for low-risk use or not restrictive enough for high-risk use.

It creates accountability without creating fear. People need to know that the framework is there to protect the organisation and protect them, not to catch them out. When governance is experienced as a support structure rather than a surveillance mechanism, people are far more likely to follow it and to flag edge cases rather than quietly hoping for the best.

And it is designed to evolve. AI tools and their capabilities are changing quickly enough that any governance framework written as a permanent document is already out of date. The organisations managing this well are building review cycles and feedback loops into their governance structure from the start.
